Because the area of equipment in WoW has become far too complex in the meantime for simple systems to be able to regulate it. The various stats, item levels, azerite perks, essences, corruption effects, sockets, and many other influences created permanent gaps in the system that could be exploited. YouTuber Rextroy proved this very impressively a few times when he won against level-120 characters at level 20 or went around naked to oneshot players.

With the pre-patch, it seems that the entire system has finally been disabled. Additionally, the effect of azerite armor and trinkets has been reduced if your equipment is not particularly strong. In practice, this now means that equipment becomes more important in PvP again. However, it's also much more understandable at the same time: better equipment makes your character better in PvP. No more calculating with sockets or exploiting with discarded items.

Whether Blizzard wants to keep it that way or integrate a new, worse system with Shadowlands, however, is not clear.
