With patch 9.2 of WoW, players get the possibility to carry a second legendary item in addition to their normal Legendary. However, this must be the specific pact Legendary. Those who jump back and forth between the pacts more often thanks to the possibility of free pact switching will therefore have to produce several Legendarys and spend a lot of gold. But here Blizzard has thought along.
Universal pact Legendary has all the effects
In a Blue post, the developers explained that they realized how cumbersome equipping the character with different Pact Legendarys including the upcoming T-Sets will be in patch 9.2 of Shadowlands. Therefore, via the inhabitants of the new Zereth Mortis zone, there will be the possibility to make a belt that includes all the abilities of the respective Pact Legendary and automatically changes its effect with the Pact change.
For example, if you are a warrior with the Night Fae, you will receive Wrath of Nature via the belt. If the warrior then switches to the Kyrians, the belt will have the effect Elysian Power. According to the developers, the belt will also visually adapt to your T-Set.
All Pact effects not only on the belt slot
The Enlightened Brokers, which we will get to know in Patch 9.2, first grant us the possibility to pack the universal Pact effect on the belt. However, as the developers' blue post indicates, we will also be allowed to choose a new slot from the Rune Smith later on. How exactly this works and what other armor slots are available besides the belt, the developers couldn't say yet.

'll meet the Enlightened Brokers in Zereth Mortis and become allies with them to be able to obtain a new Legendary belt empowered with your covenant's Runecarving Effect. The unique characteristic of this new Legendary belt is that your Runecarving Effect will switch freely alongside your character whenever swapping covenants. There's no need to craft a new Legendary Belt for each covenant. The Legendary belt will match the look of your class's Progenitor armor set and can be equipped alongside another Shadowlands Legendary in a different armor slot, giving you two powerful legendary effects to boost your power. If you'd like to craft the new covenant-swapping Runecarving Effect on a different armor slot, a new Runecarving Memory will let you do so.
- Note: In order to equip two legendary items, one must be either the Legendary belt or another armor slot imbued with the new Runecarving Memory.
