Collected a lot of data
Since the data of the Great Treasury can not be easily read from Blizzard's API - and then it must also be compared with the boss kills, it is not so easy to get accurate numbers. Squishei, one of the employees at WoW (buy now )
Head, has therefore used a different method and asked the necessary data via Google Form from the readers.Since this data is not collected automatically and theoretically anyone can enter whatever they want, the results should be taken with a grain of salt. This is especially true for the statements about PvP, since the fewest players participated in the survey there.
Raiding remains the best option - even in the treasury

Not only do the items drop there with the bosses, but the raid chests in the treasure room also give you the highest chance of getting set items - provided you've already killed the boss in question.
- Raid (boss killed): ca. 13 percent
- Raid (Boss not killed): approx. 3.5 percent
- Mythic-Plus: ca. 9 percent
- PvP: approx. 3.5 percent
There are also some variations within each column, but this is likely due to inaccuracies as it differs from category to category.
However, it clearly shows that there is not only a slightly increased chance of getting the tokens if you have killed the respective boss, but a massively increased chance. It can also be noted that it's not really particularly important for PvE players to also earn the PvP slots if they're keen on tier set items.

However, there are some questions that cannot be answered by this yet. These include, for example, whether it is relevant to also kill the boss in the respective ID, or whether it is enough to have killed them once.
Also, it remains unclear whether the general chance of getting a token changes when you have killed more tier set bosses. Or if the chance to get such a set item is generally the same, but you have a higher probability to get one from the killed bosses. So, for example, you always have a 10 percent chance of getting a set item, but it's more likely to come from a killed boss than from a boss you didn't kill. Also, you would need to know how many bosses each player has killed. If they have killed all of them, then none of them can be from a non killed boss, which would falsify the percentages.
Therefore, at the end again the note that these numbers are anything but official and should be enjoyed only with extreme caution. But you can assume that the chance in the raid slots is actually a bit higher than in Mythic-Plus-Slots and especially in PvP-Slots.
